Samba bounce action originate from the knees, absorbed into the hips. A basic explanation can be found here: (look for all parts). A review of the dance's history would help.
Start with bouncing the knees and then try to absorb the lifting actions into the hips. The hip absorption is a modern development. The idea is to try to straight the knee without raising the head. Examine all the figure you have learned. Any figure with a 1a2 timing (as oppose to say QQS of Plait, Back Rock, etc) should have some bouncing action. That is there is a bending/straghtening action in the leg that your weight is on. Typical mistake would be in the Samba Walk, the front leg has the weight and thus should have a bouncing action -> the front leg should straighten as the weight is replaced in the back foot. Beginners generally drag the front foot back without straightening the knee.
